RUG Website Relaunch

Re-launch of the RUG website. The new web site has been rebuilt using the joomla content management open source software. The forums are now part of the new web site. The old forum site will be shutdown in the future. The old forum contents have been saved under the "Old Forum" branch. There is also a new wiki area. The forum and wiki areas are only available for registered users.
